Mr. Snowden: Thank you Mr. Chairman, members of Council. These are 2 sections of our Planned Development, one in the Planned Neighborhood District Chapter and one in the Planned Commercial Development District Chapter. This ordinance, all it does is clarify the language that we're using to refer to the plans and how the planns are reviewed. For example, in a Planned District and in any re-zoning, Council reviews a Development Plan with the re-zoning ordinance. Once that development plan is reviewed, the Planning Commission will then review a major site plan for that ordinance. There was some varying nomenclature that had been adopted over the years, I'm simply clarifying these 2 sections that they read properly and reference those 2 items correctly. Re-zonings for regular districts and Planned Developement come with a Development Plan from the applicant to the Council and Planning Commission, Major Site Plans which are reviewed once re-zoning is complete are reviewed by Planning Commission and I'm just clarifying the nomenclature.

Mr. Snowden: Regarding this section and the two proposed sections for revision, there was only one type of Planned Development, we changed that so there are Planned Neighborhood Development for residential, Planned Commercial Development, there were a couple of places in the Planned Neighborhood, section 1183.05 where the neighborhood and the subsequent site plan some details got missed in the revision of that. In 1184 there was a location where the item should have included site plans. Development plans come with a rezoning application, site plans are reviewed by Planning Commission. I'm just trying to be specific with the nomenclature throughout the entire Code of what is what. Development Plan/Site Plan.

Dr. McKenzie - This proposed change to this code seems to make it much more difficult for us to get anything from the developer in exchange for relieving them of the burdens of our quantitative codes. That balanced exchanged must be defined at the time of rezoning and not later after the zoning change has been approved.

Dr. McKenzie - While the approval process you describe is complex, it would not have been since we approved this new zoning option just a little more than a year ago. Also, already existing code seems to address your concerns.

The motion to refer amending the code of ordinances of the city of Reynoldsburg Amending Section 1183.05 Standards for Development Review of Chapter 1183 Planned Neighborhood Development District and Section 1184.05 Standards for Development Review of Chapter 1184 Planned Commercial Development District fails having fewer than three votes on the prevailing side.
